This is the latest completed fiscal year: October 1, 2024 through September 30, 2025. Treasury's Monthly Treasury Statement reports receipts and outlays on the federal budget's modified-cash basis. These are budget functions—not departments, appropriations, obligations, or accrual expenses.

The deficit is a gap

The $1.775T flow is net outlays minus receipts. It is not labeled borrowing: Treasury's financing statement includes operating cash and other adjustments.

Negative outlays are offsets

$178.8B from Commerce and Housing Credit and Undistributed Offsetting Receipts reduces official net outlays. The full Sankey draws the magnitudes as inflows so every ribbon stays nonnegative.

Two official data vintages

Drilled function views use OMB's later FY 2025 historical actuals, which are $1.131B above Treasury's final MTS after revisions and whole-million rounding. The active scope labels its basis.
